Maryland law allows property owners to tow vehicles parked without authorization, but they cannot charge excessive fees and in most cases must give notice. Montgomery County has detailed regulations (Ch. 30C) covering maximum rates, public notice requirements, tow procedures, handicapped vehicle owner protections, incomplete tows, and redemption/storage procedures.
